If War Comes, How Much Can China Mobilize?

China’s revised National Defense Mobilization Law offers a window into a question that matters beyond missiles, warships and fighter jets: how quickly could Beijing turn the resources of a peacetime economy into the machinery needed to sustain a war?

China’s revised National Defense Mobilization Law offers a window into a question that matters beyond missiles, warships and fighter jets: how quickly could Beijing turn the resources of a peacetime economy into the machinery needed to sustain a war?

If a major war broke out tomorrow, how much could China mobilize?

The answer extends far beyond the personnel serving in the People’s Liberation Army.

Commercial ships can transport equipment.

Railways can move troops and vehicles across the country.

Factories can shift production.

Satellite and communications networks can support military operations.

Hospitals can treat casualties.

Companies, warehouses, engineering equipment — and, under certain circumstances, civilian resources — can all become part of a national mobilization system.

This is not merely a hypothetical wartime scenario.

China is further codifying how such a system would work.

On August 28, 2026, China’s top legislature adopted a major revision to the National Defense Mobilization Law, the first overhaul since the law was enacted in 2010. The revised law, consisting of 14 chapters and 82 articles, will take effect on October 1.

One phrase in particular deserves attention.

The law defines national defense mobilization as measures taken in response to threats to sovereignty, national unity, territorial integrity, security and development interests, with the purpose of ensuring a rapid transition between peacetime and wartime and converting economic and social strength into national defense capabilities.

That language captures the logic behind the legislation.

Mobilization is not simply about putting more people in uniform.

It is about something much larger:

How does a country built to function in peacetime rapidly reorganize itself to sustain a war?

Modern War Requires Much More Than Soldiers

Military power is usually measured in highly visible numbers.

How many warships?

How many fighter aircraft?

How many missiles?

How many active-duty personnel?

Those numbers matter.

But modern warfare is also a contest of industry, logistics and national resilience.

A fighter needs maintenance.

A warship needs fuel and supplies.

Missiles need to be replaced after they are fired.

Drones may be consumed in enormous quantities.

Wounded personnel require hospitals.

Front-line units need ammunition, spare parts, food, vehicles and communications.

A country’s war-making potential therefore does not exist only inside military bases.

It also exists in factories, ports, railways, warehouses, telecommunications networks and hospitals.

China’s revised mobilization law matters because it provides a broader legal framework for connecting those resources to national defense.

This Is Not the First Time China Has Been Able to Requisition Civilian Resources

An important distinction is necessary.

China did not suddenly acquire the power to mobilize civilian resources in 2026.

The original 2010 law already contained provisions concerning civilian-resource requisition, strategic materials, reserve forces and defense production.

So describing the new law simply as giving Beijing the ability to “seize civilian assets” would be misleading.

What matters is how the system is being updated.

The revised law covers mobilization planning and surveys of mobilization potential, reserve personnel, strategic material reserves, military research and production, wartime disaster response, national defense service, and the requisition and expropriation of civilian resources.

Under Article 63, when national defense mobilization has been ordered and existing reserves cannot meet requirements, governments at or above the county level may requisition civilian resources according to law. Article 64 states that organizations and individuals have obligations regarding lawful requisition.

The larger idea is straightforward.

Do not wait until war begins to ask:

What resources do we have?

Instead, understand during peacetime where the people, equipment, industrial capacity and infrastructure are — and how they could be connected to national defense if required.

That is the essence of mobilization.

A Civilian Technology Company Can Also Have Defense Value

The challenge is considerably more complicated today than it was in 2010.

Resources with potential military value no longer mean only trucks, ships, steel and fuel.

They can include:

drones,

artificial intelligence,

satellite communications,

cybersecurity,

data infrastructure,

advanced manufacturing,

and sophisticated logistics networks.

The revised law explicitly calls for the application of advanced technology to national defense mobilization and for developing mobilization capabilities in emerging fields.

That raises questions that sit at the heart of modern warfare.

Could a factory producing civilian drones shift production toward defense requirements?

Could a logistics company move military supplies?

Could commercial satellite imagery support battlefield awareness?

Could telecommunications infrastructure support military communications?

Could ports and civilian shipping support large-scale military transportation?

The distinction between a country’s civilian economy and its military potential becomes increasingly difficult to draw.

In a Taiwan Scenario, Day One May Not Be the Hardest Part

This is one reason the legislation is likely to be closely watched around the Indo-Pacific.

But there is an analytical trap here.

A stronger mobilization law is not evidence that China has decided to go to war.

China’s official explanation says the revisions are intended to modernize national defense mobilization, clarify military and civilian responsibilities, coordinate mobilization with economic and social development, and better connect the system with emergency-response mechanisms.

Military preparedness and a political decision to initiate a particular conflict are not the same thing.

Still, the law matters because if a large-scale conflict did occur, the most difficult questions would quickly extend beyond the PLA’s opening operations.

How are expended munitions replaced?

How are damaged vehicles and ships repaired?

How are troops transported?

How are casualties treated?

How is energy supplied?

How does industrial production continue?

How does the economy function under sanctions and disrupted supply chains?

And after the first week — or first month — how much capacity does the country still have left?

Those are mobilization questions.

A Commercial Ship May Matter More Than It Looks

Civilian shipping provides a useful illustration.

Any large-scale operation across the Taiwan Strait would present enormous logistical challenges.

Warships can protect formations, deliver weapons and perform combat missions.

But moving large numbers of vehicles, engineering equipment, fuel, supplies and personnel creates a different problem.

Civilian roll-on/roll-off ferries and other commercial vessels have therefore attracted attention from military researchers examining China’s transportation and mobilization capabilities.

The underlying point is larger than any particular vessel.

Not everything with military value wears camouflage.

A ship that normally transports vehicles may also possess military transport utility.

A company producing commercial drones may possess manufacturing capacity relevant to defense.

A civilian port can have logistical significance.

A railway built for commerce can also move military equipment across thousands of kilometres.

The more useful question, therefore, is not merely how many amphibious warfare ships the PLA Navy possesses.

It is:

How much of China’s civilian transportation system could Beijing convert into military logistics if required?

Connecting Peacetime and Wartime

Another important feature of the revised law is its emphasis on connecting defense mobilization with economic development and civilian emergency-response systems.

There is a practical logic behind this.

A mobilization system that exists only on paper until war begins may remain unused for decades.

People may not know the procedures.

Government agencies may not know how to cooperate.

Equipment may not be prepared.

But if some of the same transportation, medical, communications and emergency systems are exercised during natural disasters and other crises, the state is not necessarily starting from zero when national mobilization is required.

The revised law explicitly calls for a mobilization system coordinated with economic and social development and connected with emergency-response mechanisms.

This makes the phrase “rapid transition between peacetime and wartime” particularly important.

The issue is not simply what China possesses during peacetime.

It is how quickly those capabilities can be given a different purpose.

The Real Test Comes After the Law

Legislation can tell us what kind of system a government wants to build.

It cannot tell us how well that system will actually work.

That means the most revealing evidence may come next.

Do local governments conduct new mobilization exercises?

Do private companies participate more extensively?

Are drone, AI, satellite and data companies increasingly incorporated into mobilization planning?

Do ports, airports, railways and commercial shipping conduct more military-civilian conversion exercises?

Do strategic stockpiles change?

Are new systems introduced for reserve personnel, medical support or wartime industrial production?

The law becomes strategically meaningful when legal language turns into budgets, infrastructure, exercises and organizational behavior.

That is what deserves watching.

War-Making Capacity Is Bigger Than the Military

When assessing China’s military modernization, one question is whether the PLA can integrate aircraft carriers, combat aircraft, unmanned systems, missiles, space assets and information networks into a force capable of conducting joint operations.

But even if it can, another question follows.

Can the country behind that military sustain it?

A major war is unlikely to be fought entirely with weapons stockpiled before the first shot.

Industry has to keep producing.

Logistics have to keep moving.

Energy has to keep flowing.

Information has to keep circulating.

Casualties have to be treated.

Destroyed equipment has to be replaced.

From this perspective, the most significant aspect of China’s revised National Defense Mobilization Law is not that it proves Beijing is preparing to launch a particular war.

It does not.

What it does show is an effort to further institutionalize how economic and social resources could support national defense when required.

So the next time we assess China’s military power, perhaps the questions should not stop at:

How many warships?

How many fighters?

How many missiles?

There is another question worth asking:

How much of what is not military today could become part of China’s war-making capacity tomorrow?

That may be one of the most important questions in understanding modern national mobilization.
